Not necessarily. I know a guy who killed a guy permanently somehow just a little while ago.
[Not that he's going to go into details because... promises... but.]
Otherwise, there's a theory about the Dead Zone that nobody's ever tested: if you kill a guy out there, he'll be dead for real, forever.
