[Anna, quite frankly, has no idea what is going on. She's trying to find everyone - specifically ELSA - instead of trying to make it to a particular place... and when she stumbles onto the scene her sister is in, she instantly knows what's going on and who is responsible]

... Elsa? Elsa, where are you...?! Whatever's going on, it'll be okay...!
