[As camp counsellor, Haymitch is vaguely aware he should probably be stopping these kinds of shenanigans.

However, he'd much rather sit here and get quietly drunk in a corner and if he pisses off his cabin mates, no one is going to hand him his booze. So he'll just watch and wonder why his life is so much suffering]
