It's kind of complicated, but the gist of it is, the previous leader was killed unexpectedly. Both Lady Tsunade and that guy were his students, and they're both highly respected warriors, so they were the next in line for viable candidates.

Huh. So you guys don't have a hierarchy of inheritance?

You mean like a family that's supposed to inherit the throne through blood rights or something?

Yep! Or a declared heir from another family that the current ruler sees would be a fit replacement if they don't have any biological heirs.

Well, I think the lords who run the country work more like that. But since this is the person who's in charge of a military village, they choose more on skill and ability.
