How can you outlaw magic? That's like outlawing someone because they can see.

I'm sure if the kings got it into their heads that sight is a danger to their power they'd outlaw it too. [Guess who doesn't like the noble and ruling class?] But that's what they've done. Magic users keep to themselves now mostly.
