I've been here a long time. Long enough to know everyone comes from really, really different places. And I'm glad we get a chance to see some of them, like... Like we just did. Even if some of us forgot that we hadn't lived there our whole lives, it was.... an experience. And the more I see, the more I understand some of the people we live with.
But.... there are still things that won't change. I'm still from my homeland, no matter how long I've been here or how many places I see. I still have my own history to account for, and it shapes how I think and how I feel. .... But it's so different from so many other places. Normally that's not a problem, but....

I've been friends with someone here for a long time, now, and recently she told me some things that made me realize that ... If she lived in my world, or I lived in hers? We'd hate each other. ... But I don't want to hate her. I like too many things about her... I don't want our worlds to get in the way.
But I'm afraid we feel too strongly about them for that to happen. I ... I guess I need some advice.

Or you can discuss your separate views mutually, and see where you stand then. If you can't agree, well, that's just too bad. From what I gather most people, if they mean all that much to you, will see past the things they don't like for the sake of their friendship.

Normally I wouldn't have a problem talking to her.... But this? Basically, if she were from Panem, she would have been a Peacekeeper. And she wouldn't have had any problems with punishing me for being against the Capitol. At all. ... I didn't think she was that kind of person at all....

There isn't any kind of person to do something. People are just people, nothing more, nothing less. Sometimes they do what society deems as good things, sometimes they do what society deems as bad. Sometimes even they don't understand if they consider what they're doing is good or bad. They just do what they feel they have to.
Look at yourself, your own drives. You want to keep your family safe, correct? Your people? You know your own story, and of that of those around you. Now you need to sit and really ask yourself this. Have you ever thought about the Peacekeeper's story? Not what they stand for, not what they do, but the individual people. Because they are people, just like you. Perhaps they are even trying to protect their own families, their own people.
The Capitol have done nothing to earn any sympathy, but you can't judge an individual person for the cause they fight for. There are always so many reasons behind the side of the fence they're on. Some of them might even be on your side, and do what they do because they have no choice.
So, instead of thinking what she is, you should try to think about who she is. If you don't know that, ask. If you still don't want to be her friend after that, then that's fair enough. But at least you'll have judged her for herself and not the cause she fights for.
