[he pokes his head back into the TARDIS, a bit surprised at the lack of whinging coming from within] Peri?

[with a great heave of a sigh, he closes the TARDIS door and leans on the exterior] ... It's always the new ones, isn't it.

I'm afraid we haven't come up with that answer yet, Doctor. However, we do know that these are the second incarnations of these types of journals. I own a copy of the first incarnation, and I believe several other older residents do as well.

The first incarnation doesn't record written and spoken words any longer, but it's a valuable source of information all the same.
